Jed Owen, CEO

Jed M. Owen serves as Chief Executive Officer of Patriot Enterprises, leading the company’s mission-driven support to federal agencies, service members, and their families. After retiring from the U.S. Marine Corps with 23 years of service, he transitioned into the Owner and CEO role with a continued commitment to serving those who serve the nation. Under his leadership, Patriot has grown significantly while maintaining a strong reputation for performance and client-focused execution. He emphasizes building high-performing teams that consistently exceed expectations.

Jed’s leadership philosophy centers on service, mission alignment, and people, with a belief that strong teams drive lasting success. His military background spans the Marine Corps, Marine Corps Reserves, and Army National Guard, bringing deep experience in Department of War support services and veteran-focused programs. He holds a Bachelor of Science in Strategic Studies and Defense Analysis from Norwich University.

He remains deeply committed to supporting wounded warriors, caregivers, and military families, reflecting his enduring dedication to service.

Patricia Weaver, Chief Administrative Officer

Patricia Weaver serves as Chief Administrative Officer at Patriot Enterprises, where she oversees daily business operations, strategic initiatives, and company-wide growth efforts. As a member of the executive team, she plays a key role in advancing Patriot’s capabilities across federal markets, including the Department of Defense and other government agencies. With more than 35 years of experience in the GovCon industry, Patty brings deep expertise in operations, compliance, business development, and organizational strategy.

She has held executive leadership roles in both large and small businesses, building a strong track record of managing infrastructure and driving operational excellence. Throughout her career, she has also contributed her expertise as a board member for multiple organizations. Patty has been recognized for her leadership and impact, including receiving the Washington Business Journal’s “Women Who Mean Business” award and being named a two-time finalist for the Women in Technology Heroines Award.

She holds a Bachelor of Arts in Kinesiology from George Washington University and completed the Advanced Management Program at Georgetown University’s McDonough School of Business. Her leadership approach is grounded in delivering results, strengthening organizations, and positioning companies for sustained growth.

Dave Wood, Chief Delivery Officer

Dave Wood serves as Chief Delivery Officer at Patriot Enterprises, where he oversees program execution and delivery across the company’s federal portfolio. A retired U.S. Army Colonel, he brings more than 37 years of leadership experience spanning large-scale program management, human capital strategy, and global operations. He has led complex government programs supporting the Department of Defense, managing contracts exceeding $193 million and teams of up to 7,000 personnel.

Dave’s experience includes leadership roles at the brigade and battalion level, as well as oversight of major contract vehicles such as HRS PLS, RMAS, OASIS+, and SeaPort. He has managed operations across the continental United States, Asia, and Europe, delivering results in high-risk, fast-paced environments. He holds a Master of Arts in Strategic Studies from the U.S. Army War College.

Dave believes Patriot stands apart by emphasizing mission impact and serving as a force multiplier for its federal clients. His leadership philosophy centers on building high-performing, trust-based teams empowered by clear purpose and standards to succeed in complex environments.

Andrea Sommers, Vice President of Finance

Andrea Sommers serves as Patriot’s Vice President of Finance, bringing more than 20 years of experience in financial accounting management and regulatory compliance. During her five years with Patriot, she has overseen all core accounting operations, including financial reporting, general ledger management, and adherence to federal requirements such as FAR, CAS, and other government accounting standards. Andrea also leads cash‑flow management, supports contract pricing strategies, and directs both month‑end and year‑end close processes to ensure accuracy, transparency, and financial integrity across the organization.

A collaborative and strategic leader, Andrea partners closely with executive leadership to provide the financial insights needed for informed decision‑making. Her approach is grounded in innovation, adaptability, and a commitment to continuous improvement—qualities that help differentiate Patriot in a rapidly evolving market.

Andrea previously served as Director of Finance and has led teams of professionals. She holds a bachelor’s degree in accounting, along with certifications in Cost Accounting Standards (PCI) and Contract Cost Accounting (GMU). She believes in empowering her team through trust, accountability, and meaningful support.

Jack Stevens, Vice President of Strategy and Growth

Jack Stevens serves as Vice President of Strategy and Growth at Patriot Enterprises, where he leads the company’s business strategy and expansion across federal markets. With over 25 years of experience, he focuses on driving growth initiatives primarily within the Department of Defense and military services. He oversees full lifecycle capture, as well as bid and proposal efforts, ensuring strategic alignment and successful execution.

Throughout his career, Jack has held leadership roles across both large and small organizations, supporting complex government contracting environments. His experience includes work on major contract vehicles such as Army HR Solutions, GSA OASIS+, and GSA FEDSIM. He holds a Bachelor of Science in Business and Management from the University of Maryland.

Jack believes Patriot stands apart through its commitment to integrity, agility, and responsiveness in delivering for clients. His leadership philosophy centers on leveraging the full strength of Patriot’s team and industry partners to deliver the best possible solutions and outcomes.

Tim Cook

Timothy A. Cook is a senior government relations and business development executive with over 20 years of operational leadership in the U.S. Coast Guard and more than 15 years driving federal growth strategies across DHS, the Coast Guard, the Department of Defense, and national security agencies. He brings a unique blend of operational experience, federal acquisition expertise, and strategic capture leadership aligned with Patriot’s mission to deliver high-quality, mission-focused solutions.

Timothy has led complex pursuits and developed growth strategies across air, maritime, and multi-domain environments, with experience spanning the full business development lifecycle. He is recognized for translating real-world mission needs into actionable strategies that inform requirements and guide federal investment decisions.

As a former U.S. Coast Guard Commander, he directed operations for a 270-foot cutter, led international engagements across 10 countries, and oversaw major rescue and security missions. In industry, he has held senior roles supporting acquisition strategy and advancing emerging capabilities.

Timothy brings a mission-first mindset and a strong commitment to supporting national security and the federal workforce.

Michael Harris

Michael J. Harris is the Founder and CEO/President of PERSCOM LLC, a veteran-owned federal contracting firm delivering consulting, facilities, and administrative support services. As an advisor to Patriot Enterprises, he provides strategic guidance on federal growth, business development, and market expansion to help drive revenue and strengthen competitive positioning.

A retired U.S. Army Colonel with 28 years of service, Michael brings deep expertise in operations, leadership, and federal agency engagement. He is a seasoned entrepreneur and business leader whose strategic vision has helped organizations achieve more than $1 billion in revenue growth. His work focuses on leveraging innovation, including artificial intelligence, to enhance efficiency and deliver high-quality outcomes for government clients.

Michael has served on multiple boards and advisory committees, supporting both professional and community-focused organizations. He holds master’s degrees from Boston University and the U.S. Army War College in Strategic Studies.

He is committed to mentorship, community impact, and advancing opportunities that support both mission success and long-term organizational growth.

Robin Portman

Robin Portman brings more than 30 years of leadership experience across government services, technology, healthcare consulting, and corporate growth. She has served in executive roles including CEO, Board Chair, and senior growth leader for organizations focused on the federal market.

Robin currently serves as Board Chair of Westat Corporation, a mid-size health research firm supporting government health agencies. In this role, she works closely with executive leadership to guide strategy, investment decisions, and enterprise growth.

She previously served as Chairman, President, and CEO of Atlas Research LLC, where she led the company’s successful transition from an SDVOSB to a competitive mid-size firm in the federal health market. Prior to Atlas, Robin spent more than 20 years at Booz Allen Hamilton, including over a decade as Executive Vice President and Partner, where she led enterprise-wide growth and helped build the firm’s federal health sector.

Earlier in her career, she held roles in software engineering, intelligence analysis for the U.S. Navy, and adjunct teaching at Georgetown University.
